2026 Candidates
The Steady State endorses candidates for Congress, Governor, and other national-security-relevant offices who show a consistent commitment to the rule of law regardless of party, support nonpartisan oversight of the Executive Branch, and understand the security challenges facing the country. Endorsed candidates must also uphold democratic norms — the peaceful transfer of power, rejection of political violence, and defense of civil liberties including a free press and the right to dissent. The Steady State does not endorse candidates who have worked to subvert democratic institutions, discredited the security community without evidence, or promoted disinformation or extremism.
James Walkinshaw (VA-11)
James Walkinshaw represents Virginia . A lifelong Virginian, he grew up in Prince William County, graduated from Unity Reed High School and New York University, and served on the Fairfax County Board of Supervisors before spending more than a decade as Chief of Staff to Congressman Connolly, helping pass the Affordable Care Act and secure major federal investments for Virginia. He is the only Democrat serving on both the House Oversight Committee and the House Homeland Security Committee, where he has worked on cybersecurity and oversight of ICE and DHS, and founded the first-ever Congressional Federal Workforce Caucus.
Don Beyer (VA-08)
Don Beyer represents Virginia’s 8th District, running for reelection. Son of U.S. Army officer Donald Sternoff Beyer Sr., he graduated from Gonzaga College High School and Williams College, and spent four decades building his family’s Northern Virginia car business before selling it in 2019. He served as Lieutenant Governor of Virginia from 1990 to 1998, advocating for Virginians with disabilities, and was the Democratic nominee for Governor in 1997. In Congress, he is the Senior House Democrat on the Joint Economic Committee and serves on the House Committee on Ways and Means, which holds jurisdiction over health care, trade, tax policy, Social Security, and Medicare.
Jennifer McClellan (VA-04)
Jennifer McClellan represents Virginia’s 4th Congressional District. Born in Petersburg to parents who worked as educators at Virginia State University and community leaders in the Tri-Cities area, she was raised with a strong sense of servant leadership and a commitment to using government as a force for progressive change. In the Virginia General Assembly, she passed more than 370 pieces of legislation, including landmark bills expanding voting rights, combating climate change, and strengthening workers' protections. In Congress, she serves on the House Energy and Commerce Committee, and previously served on the House Armed Services Committee and the House Science, Space, and Technology Committee.
Eugene Vindman (VA-07)
Eugene Vindman is running for Virginia’s 7th Congressional District. Raised in Brooklyn, he enrolled in ROTC at Cornell and was commissioned as an Army infantry officer, going on to a 25-year military career as a paratrooper, infantry officer, and JAG Corps attorney, including service as a battlefield advisor on the law of war to the U.S. Forces-Iraq and General Lloyd Austin. He later joined the National Security Council as a Legal Advisor and became its Senior Ethics Official in the White House. In 2019, after his twin brother Alexander reported President Trump’s call with Ukraine’s president up the chain of command, Eugene helped report it as well.
Elaine Luria (VA-02)
Elaine Luria is running for Congress in Virginia’s Second District. She joined the Navy at 17 and spent 20 years as a nuclear-trained Surface Warfare Officer who served on destroyers, cruisers, and aircraft carriers in the Middle East and Western Pacific. She retired as a Commander in 2017 after commanding a 400-sailor unit that supported the U.S. Marine Corps. She represented Virginia’s Second District in Congress from 2018 to 2023, where she helped pass the PACT Act, secured three cost-of-living increases for veterans, and delivered historic investments in shipbuilding for Hampton Roads.
Tom Perriello (VA-05)
Tom Perriello is running to represent Virginia’s Fifth Congressional District after a career in Congress, diplomacy, conflict prevention, democracy work, and nonprofit leadership. He previously represented Virginia’s Fifth District in Congress and later served in senior diplomatic roles at the State Department, including as U.S. Special Envoy for the African Great Lakes region and the Democratic Republic of the Congo and as U.S. Special Envoy for Sudan. His State Department work focused on conflict resolution, humanitarian access, regional security, civilian protection, and democratic transitions. Perriello’s profile brings congressional experience, high-level diplomacy, human rights work, and direct engagement with some of the world’s most difficult security and humanitarian crises.
Mark Warner (VA)
Mark Warner represents Virginia in the United States Senate and has built one of the strongest intelligence-oversight profiles in Congress. Before entering the Senate, Warner worked as a technology and business leader and served as Governor of Virginia. In the Senate, he serves as Vice Chairman of the Select Committee on Intelligence, where his work has focused on intelligence oversight, cybersecurity, counterintelligence, artificial intelligence, and the relationship between national security and democratic accountability. His profile is especially relevant given Virginia’s central role in the intelligence community, defense leadership, and federal national-security workforce.
